Well in your specific case, I would purchase an iPad Mini because the Samsung Galaxy Ace Plus performs the same as an iPod touch.

The iPad Mini has a dual-core A5 processor, 7.87-inch display (164 pixels-per-inch), an HD Facetime camera, 5 megapixel backfacing camera, and 10 hours battery life. These specs aren't quite as good as the fourth-generation iPad, but that's what Apple has to offer.

Well the most up-to-date iPad would really be the "iPad with Retina display", which is the 4th generation iPad (so pretty much the iPad 4). Out of these alternatives and based off of what you'd do with it, i would go with iPad Mini ordinarily. By the way, call Apple in regards to the dwelling button in case you have warranty still on it (or name them to verify your warranty). And if that doesn't work out, that you may additionally use "Assistive contact" which puts a virtual residence button on the display for you. To turn it on, simply go to Settings > common > Accessibility > Assistive contact and switch it to ON.

ipod touch 5g is cheaper for more memory, it has a FLASH, handy (in terms of pants' pocket), the loop for safety...

ipad mini is $30 higher for half the memory of the itouch 5G, doesnt have a flash, and u need a bigger space to carry it.. although the screen is bigger..

BOTH have same processors so i dont know what r they talking about speed and application usage.

im choosing ipod touch 5G bec that is what i got, i got it yesterday via apple.com, it is red and it is really gorgeous... plus the charity work
