Help! - How do i I receive Italian, Spanish, Irish TV channels in the UK *without* a satellite dish?

I live in a listed building and satellite dishes are not allowed. I currently have freeview which is fine. Is there any way of receiving RTE, RAI UNO, TVE etc.. in my situation? I know there are a few PC solutions out there but that means leaving a PC permanently on just to watch tv? If a PC is the only route can anyone recommend a particular piece of software/service and is it legal? Thx!

I saw this web site and was considering purchasing ... But I am a skeptic, if anyone has tried this service, is it any good? This was for Italian TV anyway.
