Do i need to get a package of channels or can i just get my local channels because all i really need is my ktvu news abc nbc and the cw bay area. I don't want to be paying for the packages because i only watch my local channels.

If you are looking for the equipment to be installed free/cheap, you will need to agree to a minimum package ($39.99/mo last I heard) for 2 years. If you have equipment and a dish installed already, that's different.

If you just want local channels, you should not be paying for Dish Network.

You can receive all those local channels for Free with crystal clear High Definition picture provided that you have a suitable antenna and you are in range of the broadcast transmitter (you may also need a digital converter box if your TV is older). Antenna range can vary, but some can pick-up channels as far as 75 miles away.

It would really be silly to pay for satellite TV if the only channels you are watching are free broadcast ones.

You should have local channels. If you are not seeing them still, I would recommend dialing the dish customer support line and verifying with the agent that you are set up with the correct package, and have them send a "Hit" to your receiver. This will refresh your system, and your locals should appear.

i suggest to get a good antenna and attach it to your tv to get free local channels.
