I've lost my power cord for my guitar amp but my PS3 one fits.
It says on the back of the amp 220-240v~50/60Hz and 70W
It says on the cord 10A 240v~

In the U.K. our mains power is nominally 230v (+10% / -6%). In effect, it means we can safely operate anything that requires between 216v and 253v A/C.
This voltage range was a "fudge" that was used when we harmonised our 240v system with the European power supply, back in 2004.

250V AC power cord is common used on 220V AC device. If your local AC voltage is 240V rms and you use this cable to move around on stage very often, buy power cord voltage rate at least 300V or higher is better. The cheap China made 250V cable has very poor quality.

Simply yes. The ratings on the cords are its maximum ratings.
You just need to be sure you do not overload the cord, but usually they will use a heavier connector for heavier loads.
