I'm not sure what you call cheap, but the first link below lists a scanner that's only $100. The link to AVshop below lists one for only $55. As an added note, the civilian aviation band is AM not FM.

I'm not sure about cheep, (I haven't paid much attention to their scanners) but here are some places to look are,

Ham Radio Outlet, www.hamradio.com

Amateur Electronics Supply, www.aesham.com

Giga Parts,www.gigaparts.com

Ham City, www.hamcity.com

or Radio Shack.

For cheap I would go to a thrift store.

I hope this helps,

Radio Shack used to sell a small radio called the "Jetstream". It was a AM and VHF airband radio. You can find them on e-bay. I have one.

Anyway, your best bet is just to get a handheld scanner with the VHF airband.

Here is one of my favorites:

The best thing to do is to open up an old portable radio and you should find some tuning capacitors inside, switch the radio on and turn the tuning caps until you cant hear any normal radio stations.

This should then be at a high enough frequency to receive aviation airband.
