are there any frequency scanners [police scanners] that are like a software, and use your computer, rather than like a base unit?

Radio Shak sells a nice one, about the size of your usual hand held transciever for about $40. You can get a ni-cad pack for it so you can just plug it into the wall to let it charge. If you're planning on using the thing at airshows, you should probably find one that can accept an aviation ground service style headset to hear over the noise. I have and Icom IC-A4 transciever from my days in line service, it's good sized, but it works well. They make a scanner variant of the transciever that looks almost exactly the same and should work with the same reliability. Enjoy
