Yes you can do it at home for free.
Put all the forks, spoons and knives in the microwave. Turn the microwave to high and put your ear against to door to listen.
Works better if you wrap all the silver ware in foil.

Yes and you can actually make one. Get an old dish antenna like they use for satellite TV and replace the actual antenna with a microphone pointed into the dish. Aim the dish and you have a highly directional microphone that can pick up very faint sounds. This will only work with a solid dish, the old screen dish antennas will not work for sound.

it's called a laser microphone, it bounces off a window, and the vibrations are turned into audible sound, that's the basic description......... it can be faulted by loud music or television sound, so it's not often used.........

It's not a "weapon". There's nothing kinetic or lethal about it. It's a device capturing sound waves. Parabolic microphones work best when people are outdoors, laser microphones on the window or roof duct reverberations for people in rooms. There was a recent (last few years) NFL scandal where one team was eavesdropping on another as they called plays. You need to know if you’re in a one or two party consent state. In a two party consent state all parties to the conversation have to know and consent to it being recorded. There may be other eavesdropping laws depending on the jurisdiction.
