If you have a DVD burner, the program DVD shrink and NERO buring ROM, you can make a backup of the DVD without region coding.
Or, alot of cheap DVD players don't care about region coding (I have a cheap DVD player from walmart ($30), and it doesn't acknowledge region coding)

you won't be able to alter the format of a DVD. you may substitute the format of a document. Which one do you prefer to do? (you will could desire to tear the DVD on your not easypersistent first, if that's what you prefer to alter.)

No, but there may be a way to change the player.
You could search for DVD Region hacks and find methods of doing this for your player if it is possible.

you cant change the DVD itself - it is coded to one country code - so you wither get a dvd player with no country codes or possibly try it on a computer

no. you can't modify a dvd that you bought with data on it. you'll have to either exchange the dvd or try it on a computer instead.

You may rewrite your DVD to the formant you need: http://www.dvdvideosoft.com/guides/slysoft/remove-css-protection-and-region-settings-from-DVD.htm
